Frank Lockwood II CASAC-T, RCT
Addiction Counselor
Frank has more than 20 years of experience working in the field of human services. This experience has included working direct care in certified homes, day programs, job training and case management. Over the past nearly 10 years, Frank has worked for Belvedere with the focus on individuals with brain injuries and addictions.

Frank has his AA with his major being in psychology. He has undergone the training for Certified Brain Injury Specialist through the National Brain Injury Association although he allowed the certificate to lapse. Frank has also undergone a variety of specialized training. Frank completed training as a Recovery Coach and Recovery Coach Trainer. Frank is currently in the process of applying for his CASAC.
Emmett Perkins CASAC-T
Addictions Counselor
Emmett has thirteen years experience of in the addictions field and has worked for Belvedere as an addictions counselor since 2010. He studied at St. John’s University in the field of Psychology and Criminal Justice.
Michael Loiselle LPN, CASAC
Director of Chemical Dependence and Quality Assurance
Mike has worked in the field of chemical dependence for over 35 years. His work experience includes detox, inpatient rehab, outpatient services, as well as years of experience working in both inpatient psychiatry and forensic psychology. Mike joined the Belvedere team in 2006 and is currently the Director of Chemical Dependence Services and Quality Assurance.
